I promised to post something like this for the benefit of anyone else who never expected needing it at one point.
To make the long story short, I felt a heck of a shock after receiving word that I am to be sent to the United States for some official business or training regimen by my current company. This happened about a month ago. Being a DOST Scholar once, I know there would be hurdles along the way, as the contract dictates that Il still have a couple or so months to go before being cleared off the 5 – Year , temporary restraining order.
I said to myself “Okaaaay..Relax.. Breath lightly, now, documents check. What do we have..”
1. NSO Birth Certificate – None
2. NBI Clearance = Nada
3. Passport = Zip
4. Government IDs (SSS ID,Driver’s License”, TIN ID, Postal ID) = Sorry
5. Dost Clearance (Still serving the 5 year term) = DREAM ON.
Shiiiiiiiiitttt!!!!!! Am I being PunK’d? No choice now but to push the PANIC BUTTON.
Days go by and with little to spare, I have to make all the stunts just to collect the necessary papers.
It was one heck of a roller coaster ride, but somehow, I managed to pull it off.
And you should too.
If you stumbled over this blog, I assume you are currently in a not so pleasing situation similar to what I encountered weeks ago. Feels bummer, doesn’t it? But don’t you worry. I have something here that might help. It’s fail-safe, proven, and certified by PAMET to kill 99.9 percent of germs.
<Drumrolls>.
1. Download the DOST TEMPORARY CLEARANCE LETTER TEMPLATE. ( Courtesy of Mich, thanks Mishhhhhhh!)
2. Fill up the form, print at least 2 copies of the document once done.
3. You have two options on how to submit it:
A. Fax the document to DOST – The FAX Number is (632) 839-0086. Once the fax is sent , make sure to CALL the DOST OFFICE to confirm if they have indeed received your fax. The DOST Scholarship direct line is 837-2071 local 2382. Speak to a certain Sir Dante and he will be happy to handle your affairs.
B. Go to DOST Office directly. No need for anything to confirm since you’re already there
. ( If you still want to, throw a rock on their window to let them know you were there, just for the fun of it.
4. Wait 2-3 working days before your request is approved. You may call on the second day after you submitted your request for a follow up.
5. Once your Temporary Clearance is available, go to DOST Taguig to claim the new documents. These are the documents you will be showing in the NBI Quality Control, Passport Documents Verification and Beureu of Immigration steps. Get them photocopied and keep the originals. Only copies will be asked by the Government Institution requesting the clearances.

hey! lately, there’s no need to go to BOI. i think DOST and BOI has an agreement so that the scholar won’t have to go thru the hassles of getting the immigration clearance.

ei, tsong, ilang years pa bubunuin mo sa 5-year return of service mo? I still have a year for my 4-year R.O.S.. And just last month I was not able to fly to Thailand just because of all these DOST Scholarship requirements hassle. Naharang ang application ko for passport sa DFA. The problem with my case is that our company, which is a government agency, is not willing to issue a guarantor’s letter for me.
I saw your blog post on getting an NBI Clearance. I am just wondering, yung NBI clearance ba na tinutukoy mo e for local employment? Or meron ba na specially for travel outside the Philippines? Kasi I was able to get an NBI Clearance nung umuwi ako sa province without them asking me for a letter from DOST. Or does that mean na sa NBI Main office lang nakastore ang record ng DOST Scholars, which is also the one na tinitingnan ng DFA for releasing passports, that’s why kelangan pa ng cert from DOST?
Also, sure kaya yung comment sa taas na di na kelangan pumunta sa BOI? I hope so para less hassle..hayyyy naku..
Hey, I’m looking now for your post on the NBI come-back and interview with the Quality Control guys. I am on that stage now. And man, I near-hated the idea of having been a DOST scholar some years ago! So what happens after the interview? Do you get the clearance already after that? Pls advise… TY ;D

what was your purpose going to thailand? was it business-related or private-related trip? either way puede ka naman makakuha ng temporary clearance sa DOST provided you pay the bond kung ayaw ka iguarantee ng company mo. puedeng cash bond or surety bond. check this site
once u complied with the clearance requirements, may 3 letters na ibibigay sayo: letter addressed to the NBI Director; letter addressed to the Passport Director; and letter addressed to Bureau of Immigrations Director. ipapakita mo yan (photocopy mo muna xempre) sa respective offices para wala ng gusot
about sa NBI clearance, kung plan mo labas ng bansa then get NBI clearance for travel abroad. but before that dapat may DOST temporary clearance ka muna or else mapapagalitan ka lang ng magiinterview sayo. hehe

sadly but you cant get away with it. I took physics then nagIT ko. the rule still applies daw. kung ilang years mo ginamit ung scholarship ganun din ung YOS mo. better pay them back nalang to avoid future hassles

Panu kumuha ng Departure order sa immigration?? Kasi bawal na ung immigration clearance lang ung ibibigay sa oficer dun sa airport. Bawal na daw? Panu kumuha dun? Mabilis lang ba kumuha sa imigration ofice sa manila?
i just called DOST today to check if they have an updated guideline for processing of temporary clearance. guess what? you have to pass through immigration again. ganon yung process dati, wherein you get harrassed by the immigration officers. balik na naman sa dating proceso. ano ba yan!
last year i’ve been out of the country twice and i never had trouble with immigration. the process then was just to submit a request letter to dost and you get your clearance 3 days after from kuya dante.
this year since the clark terminal and terminal 3 opened, you have to get a clearance from immigration talaga. and you have to pay like 500 pesos. 1000 yata for express lane or something. why?!?

I’m not so sure. I haven’t tried processing from the regional office although I was once under DOST Region 7.
I got my endorsement letter from DOST yesterday afternoon, the day after I faxed my request. You just have to be nice to Kuya Dante. Hahaha. Or maybe because I’ve processed numerous temp clearance that they already know me.
Yesterday, I also called the Bureau of Immigration to check if there are other requirements aside from the endorsement letter only to be passed on from one department to another. After an hour on the phone, I found out that the person in charge from the office of the Associate Commissioner Almoro was not in. *sigh*
DunongKalye: I tried using temp clearance template you posted as to deviate from the usual letter I pass to them. Thanks! Just a note though, please erase the “and the reason is beyond the control of and ” part. DOST made me edit it. haha.

>>Jepoie : yeah dude, the nbi clearance is a requirement in getting your Passport at DFA. Its the precursor of tedious things to come. Also, 2009 is my last year of obligatory restrain (Yey). Im thinking of getting the final clearance on the second quarter. If all goes as planned, I’ll be sticking Final Clearance guides in this blog.

Hello, I was advised that I am going to have training in the US this april because it is vital to my job, I’m a technical support engineer and it will be from 1-2 months. Does anybody knows kung may restrictions ba ang duration ng trainings or okay lang as long na may letter from the company?
pano naman po kung 5 years ago na yung scholarship ko… pero never naman ako nagtrabaho… paano makakakuha ng clearance? so i’m guessing, temporary lang din, kasi technically di naman ako nagtrabaho… ang kung gusto ko mag tour abroad? kahit 1 week lang, papayagan kaya akong magkaroon ng clearance?

since nag renovate ang imig, lahat ng transaction ay sa 1st floor na pwede sa claiming.
eto na yung bagong windows:
1) Proceed to VCU and get derogatory printout (Window 12). This may take time, depends if sinisipag yung window person. Last week I went there to get another clearance (Yes, my 2nd for this year since hindi pa tapos yung 5-year service period ko) kaso graduation ng mga imig officers. People behind the window watched the ceremonies while people were waiting to be served. They acted as if wala silang customer na nagaatay. Saya saya pa nilang pinanood yung mga boring speach. 1 hour bago ko nakuha yung prinout ko but matagal na sha nasa table, mga 45 mins na. Wala lang mag rerelease kasi they were too busy watching the grad ceremonies. *sigh*
2) Pwede ka na magbayad ng Php 1010.00 while waiting para pag binalikan mo eh kukunin mo na lang (Window 10). Buti naman at hindi ka na pupunta sa kabilang building para magbayad just like the last time.
3) Pag nakuha mo na yung print out, submit to Central Receiving Unit (Window 19) and they will ask you to go back after 3 days.
i’m not sure ano process when I go back. Alam ko lang you need to go to the legal division. Will keep you posted. Sa Thursday pa ako babalik.

Makukuha na pala agad ang passport kahit wala kang letter from DOST. Ang pipigil lang sayo na lumabas ng pinas ay ang BOI.. woooooot! yey!
